What an Agent Actually Is
A Copilot agent is Copilot configured to behave in a specific, constrained way for a specific purpose. It knows what to focus on, where to look, and how to respond, reliably, without you re-explaining context every time.

A specialist, not a generalist.
Think of it as a specialist you have briefed and made available to anyone who needs it. Regular Copilot is a generalist; an agent is a specialist.
Agent Builder creates declarative agents: you declare behavior and the engine applies it consistently. You are writing instructions, not code.
Agent as specialist
Core principles
- Four declarations: what it is (name, description, purpose), what it knows (sources), how it behaves (instructions), how conversations start (starter prompts).
- Versus prompting alone: agents codify your skill and make it reusable, colleagues get the right format and sources without finding you.
- Not Copilot Studio, Studio is for external systems, Power Automate, complex routing; Agent Builder is for document-grounded specialists.
- Not a search engine, it generates answers from knowledge sources, not link lists.
- Not autonomous, responds to questions; does not run on a schedule or act in other systems alone.
